The Building Standards Institute (BSI) is comprised of a recognized group of professional and experienced volunteers within the building industry. We draw our membership from a wide range of backgrounds and specialties, all committed to the same goal of improving standards and education within the residential building community.
David E. MacLellan
David MacLellan is the CEO of the Institute. As a builder and graduate engineer, he brings a builder and developer's background to BSI, as well as his extensive experience in all facets of housing development, light construction and defect analysis. He has provided expert witness testimony in over 300 cases, and is a highly regarded authority on defect litigation issues. He is the principal author of two publications on residential building standards. Professional affiliations include legislative liaison for the CBIA Construction Dispute Resolution Task Force, past president of the BIA of N. California, Eastern Division, CEO of Pacific InterWest Building Consultants, Inc.

Gary W. Hambly
Gary Hambly is the Executive Vice President of BSI and Director of Development. Mr. Hambly is currently President/CEO of the California Construction and Industrial Materials Association which is the statewide trade association representing the interest for aggregate and ready-mix concrete industry. Mr. Hambly served as President of HBA of Northern CA from 1990-2003 and as Director of Governmental Affairs for HBANC from 1980-1990. While under his leadership, Mr. Hambly conceived and implemented several state and nationally recognized policy and outreach initiatives. He brings to BSI an experienced and astute understanding of the political aspects of residential building.

George E. Wolfson, AIA
Mr. Wolfson is a principal at the consulting firm Building Performance Network, with over 40 years experience in design/planning, real estate development, mediation/arbitration, and defect analysis for commercial, institutional, industrial and residential construction. He holds licenses as a registered architect, general building contractor and real estate broker. Mr. Wolfson was the lead designer/principal on projects such as the Baltimore Rapid Rail System and the Santa Barbara and Eureka freeway investigations. Professional affiliations include membership in AIA, NCARB, CSI and ICBO. Mr. Wolfson also co-authored two publications on residential building standards and has received numerous awards of distinction for his designs.

Paul Menard, AIA
Paul Menard is a Senior Facilities Planner with the California Administrative Office of the Courts (AOC), Office of Court Construction and Management (OCCM). The Judicial Branch of California state government, is currently undertaking a $6.5 billion Courthouse Facilities Program with lease-revenue bond funding. The program comprises 50 projects ranging in cost from $6 million to $634 million in 43 of California’s 58 counties. All new capital projects will achieve a Leadership in Energy and Environmental Design (LEED) rating of Silver. Mr. Menard was President of Paul Menard Associates (PMA), a full service design/build firm. He has been an active and influential member of the architectural and design/build communities since 1979 and holds licenses both as a registered architect and general building contractor. Projects completed by PMA include commercial buildings, office, retail, veterinary, and restaurant tenant improvements, private residences, and multi-family housing. Mr. Menard is an alumnus of the Massachusetts Institute of Technology (B.S. Art and Design, 1977), a member of the American Institute of Architects, past president of the AIA Central Valley Chapter (2000), a member of the project review committee of the Smart Growth Leadership Council (a joint program of the Environmental Council of Sacramento and AIA Central Valley Chapter).

James E. Russell, P.E.
Mr. Russell is a consulting civil engineer, specializing in building code development and enforcement; expertise and experience which he brings to the Building Standards Institute. He serves on a regional code committee in the San Francisco Bay Area that develop and propose changes to the ICC Building and Residential Codes, an at the national level chairs the Wind an Seismic Task Committee of the American Wood Council's Wood Standards Design Committee. Mr. Russell's professional affiliations include memberships in CALBO and ICC, the American Society of Civil Engineers, the Earthquake Engineering Research Institute, and board member of Building Standards Institute. He is the principal author of numerous publications and training videos on the subject of earthquake hazard mitigation.

Fred Herman, CBO Retired
Mr. Herman was the Chief Building Official for the City of Palo Alto from 1978 to 2006. He also served as Plan Check Engineer and Building Inspector for Palo Alto. He brings to BSI experience as a building official and awareness of current code, safety, and environmental issues that affect the building industry. Professional affiliations include the ICC Board of Directors from 1998-2006, ICBO Chairman of the Board of Directors in 2002, Earthquake Engineering Research Institute member 1984-present. Mr. Herman has received numerous awards for his dedication and achievement as a building official and educator, including his induction into the CALBO Hall of Fame in 1994.
Johnny
Zamrzla
Mr. Zamrzla has been involved in the construction industry since 1957. He brings a wide range of knowledge and unparalleled reputation to BSI, from field operations to expert witness services and consulting. As a licensed contractor, he is a recognized specialist in exterior envelopes of structures, with emphasis in water intrusion and the roofing and waterproofing industries. Membership and activities include President of the National Roofing Contractors’ Association; two-time Congressional Appointee to White House Conference on Small Business and Chairman of the Coalition for Quality Affordable Housing and President of the Construction Industry Legislative Council. Mr. Zamrzla has been the recipient of many awards and titles, including the RCA of Southern California Award of Excellence and the NRCA’s J. A. Piper Award, the national roofing industry’s highest award of achievement. He has also been recognized for special achievement by the California Senate, California Assembly and the Los Angeles County Board of Supervisors.

Richard T. Edwards
Dick Edwards is a Licensed General Contractor and is the Vice President of Operations for Pacific InterWest Building Consultants. He has been working in the field of construction and engineering for more than 20 years. In 1999 Mr. Edwards was hired as a Building Inspector, became the Northern California area manager and was promoted to Vice President of that division. He oversaw a six fold increase in staff and a doubling of division revenue for 3 consecutive years. While working as an inspector and manager, Dick accumulated a number of certifications as a building inspector and is also a certified Green Point Rater. Dick is also a certified Post-tensioned concrete reinforcement inspector and AAMA certified window installer. Mr. Edwards graduated from the University of Wyoming and holds two undergraduate degrees in the fields of Psychology and Natural Science/Mathematics.

Douglas Hansen
Douglas Hansen is the principal author of the Code Check series of field guides to building codes and the author of a popular book for home inspectors, Electrical Inspection of Existing Dwellings. Douglas sits on the technical committee for Electrical Systems Maintenance of the National Fire Protection Association, where he represents the American Society of Home Inspectors. He provides seminars around the country to inspectors, building departments, and electricians on building and electrical codes, construction defects, and inspection techniques. In 2006 Mr. Hansen was honored with the Philip C. Monahon Award from the American Society of Home Inspectors. He has authored dozens of magazine articles and over 20 books. He has served as an expert witness in over 150 cases involving contractor and inspector standard of care, building codes, construction defects, and disclosure issues, and has testified in Superior Courts in several counties.
